The recommendation is Ginsi’s. The decision stays human.
Advice starts with a case

Not suggestions. A governed decision file.
Before Ginsi recommends an action, a pattern must be substantial enough to enter a case.
The recommendation remains attached to the reading, its source evidence, time window, affected area, priority, confidence, limitations, opposing interpretation, and history. It cannot float free as generated prose.

The shape of the evidence determines the shape of the advice.
Ginsi does not attach generic advice to a metric. The recommended action changes with what the evidence actually establishes.

Ginsi does the homework. People make the call.
When connected, privacy-cleared evidence can answer a question, Ginsi resolves it itself, carries the gap into its next analysis, or states which source is missing. It asks people only for judgment, authority or context that no connected system can provide.

The opposing read

Ginsi tests its own reading.
New cases are read once more from the opposing direction, using the same evidence. When a credible alternative exists, Ginsi shows it with its supporting evidence. When none holds, it says so rather than manufacturing disagreement.

Confidence is earned

Confidence is capped by construction.
Advice cannot become stronger simply because the language sounds confident.
Every generated case must cite recognised evidence IDs.
Unknown evidence references are discarded.
A case without evidence, a reading, and a next step is rejected.
A case with only one independent source cannot receive high confidence.
Multiple metrics from the same system still count as one source.
Cross-system evidence strengthens a case only when operating windows genuinely overlap.
Missing evidence and unanswered human questions remain visible.
